Please Note: The Health Department Bureau of Vital Statistics handles all Birth Certificates, Death Certificates, and Marriage/Civil Union Certificates.
Dog Licenses are also only available through the Health Department.

Park & Ride / Shuttle Service
Free parking is available in the Southwest area of the parking lot at the Livingston Mall for anyone interested in taking NJ Transit from the bus stop there. Free parking is also available in the Southeast corner of the Mall parking lot (Lot number 18, near the Walnut Street entrance) for anyone interested in taking the Express Shuttle from there to the South Orange Train Station. Essex County Outreach
The Essex County Clerk comes to Livingston once each month, usually the third Monday of the month. When here, the Essex County Clerk’s office processes passport applications and administers the official oath for any individual who meets the criteria and wants to become a Notary Public.
