LCEA: Livingston Community Energy Aggregation Program

The original LCEA contracts are ending.
Residents currently participating in the LCEA program will be transitioned back to utility-provided power supply effective September 2020 (JCP&L territory) and October 2020 (PSE&G territory), while the Township continues to test the market for another opportunity to procure greener and cheaper power supply for its residents.

All information relating to the Township's official LCEA program will feature the Township logo on the outside of the envelope, on the letter, and on the FAQ sheet.
Reminder: This program only affects customers of PSE&G and JCP&L.
Those who have a solar panel system or who already use a third-party vendor will not be affected and were not sent informational letters through the mail.

A public meeting is scheduled at which residents will be able to hear a presentation and participate in a question and answer session about the program:

- PSE&G Customers: 7:00 p.m. to 8:15 p.m.
Vendor: Direct Energy Services
- JCP&L Customers: 8:30 p.m. to 9:45 p.m.
Vendor: Constellation New Energy, Inc.
All are encouraged to attend the presentation for their electric utility.
Opt-Out vs. Opt-In: NJ State Law
State of New Jersey law for the Board of Public Utilities, as stated in N.J.A.C. 14:4-6.3 (i) states that all municipal energy aggregation programs in New Jersey must be opt-out rather than opt-in programs.
(i) If a residential customer is located within the geographic boundaries of a municipality or county that establishes a government private energy aggregation program, the residential customer shall automatically be included in the program unless the customer indicates [its] his or her desire not to participate in the program by opting-out in accordance with N.J.A.C. 14:4-6.5 and 6.6.
Therefore, the Livingston Community Energy Aggregation Program must be an opt-out program, rather than an opt-in program.
LCEA Program Mailing
In April, mailings describing the program and options were sent to all customers of PSE&G and JCP&L.
Those mailings included information about Community Energy Aggregation Frequently Asked Questions, information about and a summary of the LCEA program for the utility vendor, and information about opting out.
Customers in PSE&G territory were sent information about their LCEA vendor, Direct Energy Services.
Customers in JCP&L territory were sent information about their LCEA vendor, Constellation New Energy, Inc.
Reminder: All information relating to the Township's official LCEA program will feature the Township logo on the outside of the envelope and on the letter and FAQ sheet. Letters or solicitations relating to energy aggregation that do not include the official Township logo are not a part of the official LCEA program.
